STICHTING RADBOUD UNIVERSITAIR MEDISCH CENTRUM / RADBOUDUMC

Radboud University Medical Centre (Radboudumc) is a broad, internationally-oriented university, combining ex-cellent education (20,000 students) with leading-edge research. The Radboudumc is one of the largest academic medical centres in the Netherlands, with approximately 11,100 employees and 609 hospital beds. It functions as the medical faculty of the Radboud University. The Radboudumc aims to have a significant impact on healthcare by providing excellent quality of care and research with a focus on participatory and personalised healthcare. The participating department of the Radboudumc in the project is part of the Radboud Institute for Health Sciences (RIHS). RIHS is a research institute at the cutting edge of clinical and healthcare science that aims to innovate and personalise healthcare and public health.

The Chair for Quality and Safety of Oral Healthcare at Radboud University Medical Centre, headed by Professor Stefan Listl, is an internationally highly reputed academic institution with unique expertise at the intersect of quali-ty improvement, health economics, and implementation science. The group’s research activities comprise both quantitative and qualitative research methods and are primarily focused on:

• Quality improvement science: development of quality indicators and design of interactive feedback systems to foster reflective learning within care teams and health policy.
• Health economics: health economic evaluation, health financing & health investment simula-tions, planning of human resources based on population health needs, and design of financial incentives
• Big data analytics, including causal inference using quasi-experimental methods.
• Digital tools to enhance patient empowerment and medical-dental integration.
• Knowledge transfer: evidence-informed practice and policy through comprehensive stake-holder engagement.

UNIVERSITATSKLINIKUM HEIDELBERG / UKHD

The Heidelberg University Hospital is one of the most renowned and largest medical centers in Germany. It has over 10.000 employees from more than 100 countries and is a large provider of in-patient and out-patient care, with approximately 80.000 and > 1 million patients per annum respectively. It is a nationally and internationally well-established facility of innovative research with close ties to local, national and international research part-ners. The history of the medical faculty at the University of Heidelberg traces back more than 600 years. Heidel-berg University Hospital is committed to build on this long tradition and continues to pursue excellence in patient care, research and teaching. Within this body, the clinic for conservative dentistry and its section for Translational Health Economics are researching on the provision of care and the implementation of innovative concepts. Pa-tients are both the starting point and goal of these investigations to improve attainable quality of life and equity.

KAROLINSKA INSTITUTET / KI

Karolinska Institutet (KI) is a globally leading medical University that conducts over 40% of the medical academic research in Sweden and offers nationally the broadest range of educational programmes in medicine and health sciences. The close relationship of KI with the Karolinska University Hospital, under its well-established infrastruc-ture and financial stability situation, create an excellent and sustainable milieu for high quality research and educa-tion. Since 1901 the Nobel Assembly at KI selects the Nobel laureates in Physiology or Medicine. The Department of Dental Medicine at KI is a pioneering dental institution, delivering educational programmes in dentistry and oral health, as well as doctoral education and clinical specialization. The cutting-edge research performance and repu-tation of the Department is highlighted by attaining the #1 position in the according to QS ranking by subject in 2022. Prof. Nagihan Bostanci is professor in inflammation research specializing in periodontics and is the principal investigator of KI in the DELIVER project. She has strong experience in basic and clinical research in the domain of periodontal diseases, currently reaching out to epidemiological and public health platforms for the design and improvement oral health strategies. She is Head of Internationalization in Dentistry and has prior involvement in multidisciplinary EU Horizon 2020 project (DIAGORAS), as well as national and regional projects. Further group members include Prof. Georgios Belibasakis (Head of Division of Oral Diseases and Head of Research) as well as Assoc. Prof. Georgios Tsilingaridis (Head of Division of Pediatric Dentistry and vice-Head of the Department).

MALTA MINISTRY OF HEALTH / MFH

The Ministry for Health MfH is responsible for the provision of health services in Malta. It is also responsible for developing and implementing strategies to promote and improve public health; issue standards for public health; licence health care service and diagnostic facilities; regulate health care professions; advise the Minister responsible for Health on matters regarding public health; ensure that the regulatory functions emanating from law are properly discharged and carry out any other function emanating from national legislation.

Stichting Lygature

Foundation Lygature is a not-for-profit organization that drives medical innovations to address unmet medical needs worldwide. Current challenges in health care require collaboration across disciplines and stakeholder groups. With over 50 colleagues and 15+ years of experience, we provide partnership management for public-private partnerships that bring together academia, industry, health foundations and patients. Within Lygature, the team from the Health Law, Privacy & Ethics (HPE) portfolio has extensive experience on legal and ethical issues concerning data protection, health laws, research integrity, quality assurance, regulatory and healthcare.

In the DELIVER project, the Health Law, Privacy & Ethics team is involved in and Lead for Work package 7 Cross country comparisons of regulatory basis for oral care quality improvement. [OPTIONALLY] The objectives here are:

• to compare regulatory basis for quality improvement on practice-level in select countries mapping access to dental care from the perspective of equity in health care system in the example countries;
• quality assurance and quality transparency for patients via commissioning of dental care and payment systems;
• mapping the standards for professional conduct such as clinical guidelines, professional licensure, ISO standards etc. and its actual impact on quality of dental care from a legal perspective, realist synthesis on reform of oral care payment systems under consideration of legal aspects.

KOBENHAVNS UNIVERSITET / UCPH

The University of Copenhagen situated in the Danish capital city of Copenhagen houses the Department of Odon-tology (School of Dentistry) and is a part of the Faculty of Health and Medical Sciences.

The University of Copenhagen is a top ranked university with 10,000 employees, including 5,300 scientists. The Department of Odontology has a large clinical section with approximately 450 dental students enrolled and carries out research within many different areas of dentistry.

The researchers involved with the DELIVER project have special interests in health services research, social ine-qualities, patient reported outcomes and quality assurance within oral healthcare.

INSTITUTO DE SAUDE PUBLICA DA UNIVERSIDADE DO PORTO / ISPUP

The Instituto de Saúde Pública da Universidade do Porto (ISPUP) is a private non-profit association with public utility status, created in 2006, within the University of Porto.

Its mission is to contribute to the development, application, and dissemination of new knowledge in the field of Public Health, in order to improve and protect the health of the human population.

Through its Epidemiology Research Unit (EPIUnit), created in 2015, and classified “Excellent” in 2019 by the Portuguese Foundation for Science and Technology (FCT), ISPUP produces highly competitive and innovative scientific research in the area of Public Health, with high social impact and oriented towards providing solutions to global health problems and threats.

Since 2021, ISPUP coordinates the ITR - Laboratory for Integrative and Translational Research in Population Health, funded by FCT, of which the research and development (R&D) units are part:

• EPIUnit - Epidemiology Research Unit, of ISPUP;
• CIAFEL - Physical Activity, Health and Leisure Research Centre of the Faculty of Sports of the University of Porto; and
• UMIB- Multidisciplinary Unit of Biomedical Research, from the Institute of Biomedical Sciences Abel Salazar of the University of Porto.

The ITR embrace the mission to integrate research into public health, based on the multidisciplinary and complementary valences that each one has.

Simultaneously, it contributes to excellent training in the field of Public Health, whether through the various short courses promoted, through teaching efforts oriented towards resident doctors with specific training in Public Health, or by serving as a host institution for the carrying out of projects within the scope of post-graduate programmes in this area of knowledge.

Through its Occupational Health Unit, equipped with the latest technology for the assessment of occupational risks, ISPUP provides a wide range of laboratory services aimed at both the industry and the community, while also conducting relevant research in this area.

aQua-Institut GmbH / aQua

The aQua Institute is a leading institute for ap-plied quality improvement and research in health care, covering large areas of expertise in the development of integrated comprehensive quality im-provement approaches. Since 2010 they have been partnering with HIGH and evaplan GmbH developed an integrated comprehensive and indicator based quality improvement approaches in health care setting in Low and Middle income Countries. The aQua-Institut processes large amounts of data for individual health insurances as well as cross-county and transnational ones and evaluates these according to the questions of the respective cli-ent. On the basis of this data, the institute uses its own tools to generate au-tomated feedback reports for various clients (for example, health insurance companies) and reflects them back to the practices individually. The aQua Institute designs and implements individual software solutions for this pur-pose. For applications with special security requirements, data hosting is al-so offered in the institute. Development of practical and implementable quality indicators is one of the core competencies of the aQua Institute. Since the end of the 1990s, the aQua Institute has used its own developed indicator systems in numerous large-scale projects, such as in the medical quality compass projects for pharmacotherapy, in the QM system "European Practice Assessment" (EPA) or in the "Quality Indicator System for Outpatient Care". (QiSA). The aQua Institute has a modern computer and server infra-structure: The aQua Institute's data center provides a virtualized, hardware-independent environment that eliminates service outages, provides new systems in a very short time, and quickly eliminates potential performance bottlenecks. The aQua-Institute develops complete and individually tailored IT solutions and accompanies its customers from conception to professional implementation. In addition to software development, the aQua-Institut also undertakes the planning, testing and implementation as well as the ongoing operation and support, depending on the client.

ACTA conducts scientific research, teaches and provides patient care in the field of dentistry. Internationally, ACTA is a leader in research and education.
